Appearance:  Noah stands six foot three inches. He was a lanky and scrawny lad, as he walked into boot camp. Nearly twenty years later he's added some well earned muscle mass, and a whole bunch of scars. While he's weathered, Noah could be called a dirty blond mountain of a main, blue eyes perched atop Mount MacArthur. In a different life he could have gotten by on his good looks but has chosen instead to weather them with days, and weeks of sun, dirt, and blood.

As often as possible he'll kit himself out in tactical gear afforded to him by his Federal posting. But in the same turn his new job has him in the role of "civilian" law enforcement. So when he's not expecting gun-play he tends to stick with comfortable clothes for the environment. He also chooses this tactfully to put his "constituents" more at ease when they interact with him.

Initial Personality:  In primary school he was the class clown. But the man he is now, he's become a bit more subdued. The vocation he chose chipped away at a lot of his ability to find the lighter side of things. But that warmth, friendliness, and eagerness to laugh is still there. Noah will always be the first to keel over laughing at a good joke, even one at his own expense.

And it's that good nature that comes through pretty quickly. Despite that hint of the ghosts that haunt him behind those steely blue eyes. The young officer is a tough man to work for but for the stated goal of making the people who work under him better soldiers, or in this case now: Marshalls. Though he generally just barrels straight past the fact that many of those working for him have more experience in actual law enforcement.

Underlying Personality:  Noah is a soldier doing a cop's job. The fact that he's a square peg in a circle hole is very obvious to him. He just tries to ignore it and power through it by force of will and by strength of personality. His experience in the Navy Intelligence and Rapid Response task force gave him a lot of compatible skills, hunting down enemies of the state vs following the Anglo-Sino Constitution and performing proper law enforcement operations should be similar but aren't in practice.

Captain MacArthur is also a man close to losing his grip on those last bits of humanity leftover from his years in "wet work". Too many missions for what amounted to nothing. The idea is supposed to be "kill one save a hundred" or "kill ten and save a thousand" but he started to wonder how many he was really saving and how often the difference between sending him or a man with a warrant, was politics. This was ultimately what drove him to put down the sword, and carry the shield.

Other History:  Fire and brimstone. That was daily life under Ishmael. Mum, (Esther) conformed to her husband's biblical definition of a wife. Which meant inaction in the face of Father's refusal to spare the rod. Both of the twins bucked against the mold their parents tried to pour them into. Sparrow, as he re-christened himself, was already growing his own psychotropic drugs on the family estate before he was fourteen. Noah however, tried to fly under the radar and at least appear to be an obedient, upstanding young future minister of the new Revelation Church like Ishmael. He figured out pretty early on that there were other kids at school who's bible read a bit differently, and that honestly they were all kids and just trying to do what they want anyway. 

Ishmael didn't really mind Noah taking to sport. It was at least not drugs and disappearing into the forest for weeks at a time like Sparrow. As Sparrow expanded his mind, Noah was growing his social circle at school. It helped that he was the starting running-back for the school's Yankee-Rule Football team. But then just like that, high school was over. He couldn't hide from his deflections any longer. Gone was any of the advantage given to him as the crowned class clown, and prom king. So one day, not long after graduation, he just climbed on one of the family's steed's and set off to find the closest Alliance Military outpost. Two shuttle rides later he was standing on a checkpoint with guns pointed at him. Since many of the locals didn't think these outposts were "supposed to be there", anyone who walked up was treated as if they had hostile intent.

Noah should have taken that as a sign of things to come, but he REALLY didn't want to go to Mum and Dad's bible school. He couldn't just get out, not just to be a soldier, but he had to be the best of the best. Those shiny purple armor plates projected power and of being part of something greater to him when he was a kid. Like they came down from a higher plane. Now, he was in a jump-suit pushing around a mop. Turns out there's always plenty of people who want to be the sharp end of the sword during peace-time. They could be picky, and he wasn't a full fledged citizen of the Alliance, despite their grandiose claims to all space and dirt occupied by the children of Earth.

The war changed a lot. Real quick. Before they'd gone six months into the war, the casualty rates were high, especially for those being thrown into the center of the frying pan. Spots started opening up for a special task force that had just been created. With a fire lit under his ass, Noah shot up the ranks of the special services. But the focus, and the job itself wore away at him slowly.

After his commanding officer joined the Operative training program, he suddenly found himself kicked up another notch in the chain. The exit ramps away from front line duty were starting to appear to him. Yet he still drove past them all, year after year. Even after the war ended. What was he going to do? Use his skills to hunt wild boar on Jiangyin? Get Bowden's in a mine? Go back to Mom and Dad's farm, start slinging bibles?

Bollocks to that. In the run-up to the Miranda transmission however, Noah's loyalty and faith in his occupation started to crumble. One of the most annoying parts of the post war days was being at the beckon call of Parliamentary Operatives instead of generals. This time he and his team were sent by one of the sword carrying eccentrics to clear a browncoat terrorist camp. The resistance groups hadn't been able to muster in any large numbers for years, in no small part due to his own efforts. It was odd to get a job of this nature again.

His team escaped in a shuttle as the dying Shepard book took out the Cruiser they'd been tasked with providing ground cover for. In his report he said the ship had crashed before they withdrew. When he and his men knew full well he ordered them back when he saw another team firing on unarmed civilians. It was the first time he directly disobeyed orders like that in battle. But if those men wanted to forsake their Oaths that was their decision, and their lot.

The suits were very suspicious, especially his old CO who was now another Parliamentary operative.  But they couldn't prove he did anything wrong, his team backed him to the man, and any form of investigation of the incident would be a wash because of the illegal nature of the operation itself. Quiet retirement to civilian law enforcement seemed like the best punishment at the time. To their surprise, Noah signed the transfer papers with a smile and not a second thought.

He was definitely the oldest person in each class, but that didn't bother Noah. Taking extra classes and working straight through the summer he was ready to graduate years a head of schedule. The combat training was a laugh for him, but it was the books that were harder to beat. He persevered nonetheless, as it was just a matter of focus and commitment. Law enforcement was never his dream job but his twin brother was proud for some reason. Sparrow was even at the ceremony when he graduated, another mom and dad refused to attend. Which was probably for the best since Sparrow got arrested for lighting up a joint as Noah walked up to accept his diploma and badge, the smile in his graduation photo coming from a sense of brotherly schadenfreude.

Skills and Strengths:  Firearms:
Noah is widely skilled in the art of gun-play and modern military tactics. He's been among the top scoring competitors at each yearly cross-training drills for close combat with rifles, SMGs, and pistols. He scored towards the lower third of the pack however in the use of long range sniper rifles.

Martial Arts training:
Taught a hybrid style of eastern and western martial arts, he couldn't name a "stance" if you asked but in a fight he's a cannon-ball of brute force and ferocity. At yearly cross training events, Captain MacArthur typically scored in the top third in mixed martial-arts events.

Investigative Skills / Law Enforcement training:
The newly minted Marshall is used to just reading the intelligence about the missions he already had. It was always prepackaged for his consumption, just the information they believed he needed to know. Now, it's the other way around. He has to sort through an endless sea of information and determine himself what to act upon. But he threw himself completely into his studies at the academy and relishes the "freedom" of putting the pieces together himself, then making his own calls.

Janitorial skills: Having served in the Navy as a custodian, he's actually pretty good at getting out just about any kind of stain. Its surprisingly useful when you're constantly covered in blood, sweat, and mud.

Weaknesses:  While he did well at the academy, he's green as hell when it comes to running a law enforcement operation. Given his rank from prior service, he's leap frogged a lot of the people serving under him and there's a disparity of experience in some cases. He can be over trusting of his intuition and is frustratingly headstrong.

The Miranda Broadcast and his role in the events running up to it aren't common knowledge, but his guilt and association with the massacre at Haven are chipping away at his loyalty to king and country. So far his coping mechanism has been to just pour himself into his work and hope the feeling goes away.
